　　2017年起，宝安区委、区政府持续构建“政府主导、部门协同、专业指导、科技赋能、社会参与”的社会急救“宝安模式”，在全国率先打造“5分钟社会救援圈”项目，有效破解心脏骤停事件中目击者“不会救、不便救、不敢救”的急救难题。截至目前，宝安区已布设AED设备达5400余台，急救培训覆盖市民50余万人次。“十四五”期间经培训市民成功出手施救837例，最终成功出院存活173人，区域院外心脏骤停患者心肺复苏实施率达26%，存活率达6%，是全国平均水平的5倍多。该项目先后被央视新闻、《人民日报》、《光明日报》等主流媒体多次报道，荣获国家、省、市多项表彰，得到市委市政府充分肯定，并在深圳市全域推广。

　　Shenzhen Bao'an  "5-Minute Social Rescue Circle"Project Brief

　　Since 2017, Bao'an District Committee and Bao'an District People's Government have been building the " Bao'an Model " for social emergency(government lead, inter-departmental coordinate, hospital guide, technology empowerment, public participate)， taking the national lead by innovatively creating the "5- Minute Social Rescue Circle " project.It addressed the challenges that the lay rescuers  are unable to performed first aid in emergency.Up to now, Bao'an District deployed over 5,400 AEDs, trained more than 500,000 residents.During the 14th Five-Year Plan period,trained lay rescuers successfully performed first aid in 837 cases.Finally 173 patients have been survived. The district's lay rescuer CPR rate for out-of-hospital cardiac arrest reached 26%, and the survival rate reached 6%.The rates are 5 times above the national average.The project has been repeatedly featured by authoritative national media including CCTV News, People's Daily, and Guangming Daily. It has received multiple awards at national, provincial, and municipal levels,.It earned recognition from the Shenzhen MunicipalCommittee and Shenzhen Municipal People's Government, and had been rolled out in Shenzhen.
